BUSINESS REOPENING GUIDELINES
Ontario is releasing safety guidelines to protect workers, customers and the general public from COVID-19 as it prepares for a gradual reopening of the provincial economy.
These resources are available for different sectors. They will help employers and workers better understand how to prevent the spread of COVID-19.
Sector guidelines contain recommendations and tips for employers on how to keep workers safe on the job. Posters for both employers and workers also offer advice on preventative actions, including physical distancing and workplace sanitation. Employers are encouraged to download the posters to print and post in the workplace.
As new sectors of the economy begin to reopen, additional COVID-19 workplace safety resources will be added.
Ontario also has general information on COVID-19 and workplace health and safety . Learn about employers’ responsibilities and how to protect workers at work. Workers can get information about health and safety protections at the workplace.
ReOpening Tool Kit
As businesses prepare to reopen or revamp their operations amid the ongoing COVID-19 pandemic, there are numerous issues and challenges to consider. This toolkit prepared by the Canadian Chamber of Commerce’s Canadian Business Resilience Network is designed to provide guidance, or access to guidance, for business owners and senior managers responsible for re-establishing their operations while ensuring the health and safety of operators, staff, customers and the general public is at the forefront.
BUSINESS RESOURCES
- Canada United Small Business Relief Fund – The Canada United Small Business Relief Fund will be managed by the Ontario Chamber of Commerce on behalf of the national Chamber network in support of other chambers and partners to help small Canadian businesses with their recovery efforts as a result of COVID-19. If awarded, a relief grant can be used for any of the following activities:
- Purchasing Personal Protective Equipment (PPE) such as masks, face shields, and latex gloves.
- Renovating physical space to adhere to local, Provincial or Federal reopening guidelines.
- Developing or improving e-commerce capabilities for your business.
Successful applicants will receive a relief grant of up to $5,000. We intend to support local businesses of all kinds from across the country (from retailers to barbershops to farmers).

- Resources to prevent COVID-19 in the workplace May 14, 2020 – With today’s announcements of more businesses being able to reopen, are you aware of the safety guidelines that need to be implemented to ensure the safety of your staff, customers, and to stop the spread of COVID-19? Businesses should reopen only when they are ready & can follow the safety guidelines. Sector-Specific Guidelines and Posters

It will give you a quick view of your business’s financial health, which can help you to make decisions or simply get peace of mind. There are notes on each section for easy use. - Agri-Food Open for E-Business program On April 27, 2020 the Ministry of Agriculture, Food and Rural Affairs announced the Canadian Agricultural Partnerships Agri-Food Open for E-Business program! The Governments of Canada and Ontario are supporting the agriculture, agri-food and agri-products sectors to capture online e-business opportunities that will help create new, expanded or enhanced markets and open new retail channels to help generate new revenue streams for future growth.
This targeted application intake features two funding streams:- Bring Your Business Online: Eligible organizations and businesses can apply for a grant of up to $5,000 to establish an online e-business and marketing presence. Funding under this stream will be quick and responsive for those needing immediate solutions. There is no match required for the funding. Beyond the initial $5,000, all additional costs must be covered by the applicant. Projects under this stream must be implemented and completed no later than November 30, 2020. Unique to this stream is that applicants can apply for costs incurred starting today – they don’t have to wait until they are approved (of course they may not be successful so they should be prepared to cover the full cost if they go ahead before hearing about the result).
- Develop Online Business Opportunities: Eligible organizations/businesses either independently or in partnership can apply for up to $75,000 in cost-share funding to develop and implement high-impact online e-business opportunities on a larger scale. Projects must be implemented and completed no later than September 30, 2022.
- Addressing Labour Supply and Training Challenges program. This program will provide funding for projects that focus on helping to build a strong labour force for agri-food and agri-product sectors by implementing new, enhanced or expanded activities for attracting, training and retaining labour. This project will cover up to 90% of eligible costs.
- The government wants to hear helpful suggestions from small business owners via a new online portal called ‘Covid-19 Tackling the Barriers’.
If business owners believe temporary Provincial regulation changes will help, the portal is where their suggestions should be made.
For example, businesses working to retool their operations to produce health-related products, or those that want to continue their operations in this new environment of physical distancing, can submit any potential roadblocks they are facing to the website.
Once received, the Province will determine which suggestions have merit and where they would make most sense.
- Industrial Research Assistance Program
On April 17, 2020, the Government of Canada announced $250 million in funding for the Innovation Assistance Program (IAP) to assist Canadian small and medium-sized enterprises (SMEs).
IRAP IAP provides a wage subsidy to eligible employers for up to 12 weeks.
SMEs pursuing technology-driven innovation who have been unable to secure funding under the Canada Emergency Wage Subsidy (CEWS) are eligible and can apply for financial assistance under IRAP IAP.
The call for applications will close Wednesday, April 29, 2020 at 11:59 pm EDT.
- Canada Emergency Business Account
The new Canada Emergency Business Account will provide interest-free loans of up to $40,000 to small businesses and not-for-profits, to help cover their operating costs during a period where their revenues have been temporarily reduced. To qualify, these organizations will need to demonstrate they paid between $20,000 to $1.5 million in total payroll in 2019. Business owners can apply for support from the Canada Emergency Business Account through their banks and credit unions.- BMO Bank of Montreal
